How to maintain a  CONSTANT 100% TAX RATE.

• Goal: To have a constant 100% tax rate with a morale rate of 100%. Brings in lots of gold for research.

Put your Tax Rate at 100%.  Then get your morale to 100.  You do this by first using ‘Charity’ (City Hall/Citizen Pacification/Charity) to increase morale 15 points.  (Charity uses gold so do it sparingly.)

After that, you can then use ‘Relief’ (City Hall/Citizen Pacification/Relief) to increase morale 5 points (up to 100).  Relief uses food so you must have an abundant supply.  Once you get your morale to 100, one ‘Relief’ will last you 30 minutes before morale drops back to 95.
If your food supply is twice / hour what it takes to pacify your population you can keep your tax rate permanently at 100 percent and your morale between 95 and 100. 

Summary:  Using ‘Relief’ (food) every thirty minutes allows you to keep your morale and tax rate at 100% indefinitely.

DO NOT FALL ASLEEP  WITH YOUR TAX RATE AT 100%   . . . you will lose your whole army.
