Don't have time to follow Halo 4 coverage religiously, so some of these things may have been confirmed already. Plus, that wouldn't remove them from my wishlist anyways.
1. Either one or both of the following 2: Lockout and Midship
2. Color palette in Forge
3. Some semblance of Halo 2 1-50 system where you had a numeric rank and it actually meant something as opposed to everyone and their mom having a 40+ in Halo 3 and no numeric ranks in Halo: Reach.
4. Beatdowns to not be overpowered
5. Hit-scan BR. Hit-scan everything
6. Beam rifle
7. Better customization options (being able to control damage on weapons/grenades would be awesome)
8. Community based "You Make the Playlist" functionality
9. Button glitches implemented as actual things
10. Better campaign voice acting than Reach
11. Bot matches
12. Rubine
13. More small to mid-sized arena style maps
14. Balanced starting weapons (Reach got this one pretty well surprisingly)
15. A pistol that doesn't suck
16. Improved veto system (Having 2 of your 3 options be the same map in Reach was pretty sad)
17. Non-neutered objective tossing
18. More smooth objects and textures on maps. I don't want textures fucking with my nade trajectories and I want to stop accidentally running into random derp bumps that just randomly come out of walls.
19. Social doubles
20. Auto-death from camping (60 seconds without moving a certain amount, bam, you're dead)
21. Grenades to not trigger other grenades
22. More skill-intensive pick-ups (I really liked evade from Reach). Damage up, speed up, etc.
23. Non-tank vehicles to insta-die to stickies
24. More skulls
25. More weapons
