Snow effect
In the photograph above you can see the snow effect at the half on the photo.

Click on the image below to enlarge it, then click again for the largest possible magnification.
Save in PNG.
To get the effect on your image:
Open up a photograph in an editing program.
Add snow effect above the photograph.
When this is done reduce the opacity from 100% on the snow effect to the one that suits your image (so the photograph becomes visible again) for me it fits with an opacity around 27%.
When you are satisfied .... Save
